01 — Local conditions
What's different about Pasco homes
Pasco has grown fast, so a big share of its homes are recent builds sitting next to older neighborhoods along the coast. Here is what matters for plumbing and A/C.
-
A newer housing stock
Census estimates put the median Pasco home at 1995. About 43% of housing units were built in 2000 or later, and about 11% in 2020 or later. Newer homes usually mean PEX supply lines and builder-grade A/C systems. Many of the 2000s-era systems are now old enough that repair-or-replace decisions come up.
-
Permits for every A/C change-out
Pasco County Building Construction Services requires a permit for the installation, replacement, or major repair of any air conditioning system. A change-out needs an AHRI certificate showing the indoor and outdoor units are a matched system. The county lists it as a quick permit with instant issuance, so it doesn't slow the job down.
-
Mostly regional water
The Pasco County Regional Water System gets an estimated 95% of its water from Tampa Bay Water treatment plants, a blend of groundwater, surface water, and desalinated seawater. Its own primary source is 15 deep wells in the Floridan Aquifer. It disinfects with chloramines. Pasco County Utilities also runs several smaller systems that publish their own reports.
-
Flood zones on the west side
If a home is in a FEMA A or V flood zone, the county requires substantial improvement calculations or a flood zone checklist with an A/C permit. Moving a condenser also requires a site plan, so we plan the location before we pull the permit.

Permits
Permits in Pasco County
Pasco County's permit exemption list covers repairs to existing A/C equipment and swapping a faucet, sink, or toilet. A full A/C replacement is not exempt, and the exemption list does not apply to properties in flood zones.
Water heaters are not on the county's exemption list. We pull the permit when the job requires one. For A/C projects over $15,000, the county also requires a recorded Notice of Commencement, which we walk you through.

Do I need a permit to replace my A/C in Pasco County?
Yes. Pasco County requires a permit for the installation or replacement of any air conditioning system, and a change-out needs an AHRI certificate for the matched system. Repairs to existing equipment are exempt. We pull the permit as part of the job.
My Wesley Chapel house is about 20 years old. Is the A/C due for replacement?
Not automatically. Age is one factor, along with repair history, refrigerant type, and how well it keeps up in July. We'll check the system and tell you plainly whether a repair or a replacement makes more sense.
Where does Pasco County's tap water come from?
For the Pasco County Regional Water System, about 95% comes from Tampa Bay Water, a blend of groundwater, river water, and desalinated seawater. The county's own supply is 15 deep wells in the Floridan Aquifer. If you're on a private well, your water depends on that well, and we can talk through how it affects your water heater.
Do you cover Zephyrhills and Dade City?
Yes. All of Pasco is in our core service area. Timing depends on where our crew is that day, so call or text 727-732-4357 with your ZIP and we'll give you a straight answer.
